The Simplir Project knows how, because we were one of them. First, the little guys need an open source software tool kit that makes it as easy as possible to deploy and run your own ISP. Second, they need a parent organization that can provide competitive clout so the smaller players can be successful. They need help with funding, name recognition, bandwidth buying power, infrastructure standardization, training, marketing, and more.
